Reporting Secondary Enrollments/NPS in CALPADS

This guide explains when and how to report a student as a Secondary Enrollment in CALPADS. Understanding the correct reporting scenarios helps schools maintain accurate state reporting and stay in compliance with California Department of Education (CDE) requirements.

What is a Secondary Enrollment?

A Secondary Enrollment in CALPADS occurs when a student is concurrently enrolled in more than one school or LEA. The school that provides the majority of the instruction reports the Primary Enrollment, while any other institution providing instruction or services reports a Secondary Enrollment.

When to Report a Secondary Enrollment

You should report a Secondary Enrollment when:

  • The student receives instruction or services from your school while enrolled elsewhere as their primary school.
  • Your school is providing instruction or support, but not claiming ADA for the student.

Common Examples

Concurrent Instruction

  • A student is enrolled at a charter school but also attends a district school for specific classes.
  • A student receives academic support at both a district school and an independent study program.

Shared Special Education Services

  • A student receives daily instruction at your school, but certain services (e.g., speech therapy, counseling) are provided by a county program or SELPA.

Career or Technical Programs

  • A student attends a high school but takes Career Technical Education (CTE) courses at a Regional Occupational Program (ROP) or county school.

Court or Alternative Schools

  • A student is temporarily placed in a court/community school or alternative site but remains enrolled with your LEA for oversight.


Reporting Non-Public School (NPS) Students

If a student is attending a Non-Public School (NPS), the LEA that placed the student and is paying for their services is responsible for reporting the student in CALPADS.

Key Points:

  • NPS students are not reported by the NPS itself; they are reported by the funding LEA.
  • The LEA should report the student with an Enrollment Status Code of Primary (10) if the student receives the majority of their instruction at the NPS.
  • If the student is receiving some services from the LEA and instruction from the NPS, coordination is required to determine which is the Primary Enrollment.

Special Program Reporting Requirement:

  • Add the Non-Public School (NPS) School Code number must be included:

Important Reminders

  • Only one institution should report the Primary Enrollment for any given time.
  • Use the correct Enrollment Status Code:
    • 10 = Primary
    • 20 = Secondary
  • Coordinate with the other school/LEA involved to avoid duplicate or conflicting data.
  • ADA (Average Daily Attendance) claims are closely tied to primary enrollment status.
